BLC1 Fault input on

VEGA panel ,I have BLC1 fault input on ,I did check short circuit test, earth leak, continuity all are okay ,I did check all the device , and the value within the range ,i replaced BLC cards ,still the fault exist
when I check the integrity at the menu found no fault
can I have some help
