morley network fault to a.r.c.

a surprising and worrying fault:

2 panel morley network with 1 master zx5 (panel 1) and 1 slave zx5 (panel 2). chiron signalling fire and fault to the a.r.c. from slave panel (2) via panel relays. Apollo xp95 equipment.

all signals go fine from slave panel (2) but only fires transmit from panel 1, via the network to panel 2 and on to the chiron. faults on panel 1 do not go over the network to panel 2.

so the problem is a fault on master panel 1 does not show on slave panel (2) and hence does not transmit to the a.r.c.

it seems like it's been like this for years and the engineer who did this left the company years ago.

morley tech say the only way to this is to reverse panel numbers so panel 1 (master) has the chiron connected to it or move the chiron to the master panel. not disrespecting morley tech but surely there is a way of sending a fault over the network to panel 2?

I don't want to physically re-lable all the devices which have panel numbers on them!

both panel are set correctly regards to numbers and so on:

use modem - false
share zones - true
peer to peer - true
port b = 0 (correct)
system events - global 

p.s. on a side note you cannot see panel 2 devices from panel 1 like you can on another morley system we have like this. that system uses hochiki. I've never understood that. does that indicate this Apollo system is setup wrong somehow?
